Although the site sells in US Dollars the goods come from Hong Kong and are shipped by EMS with tracking. Their terms and conditions state that applicable taxes and customs may need to be paid which suggets at least that they are prepared to ship outside of Asia, so I would say the answer to the question is likely to be yes. I believe they only accept Paypal however so if you are considering buying you will need a Paypal account first if you dont already have one.

Oh ok so thats what it means thanks for making it clear, i thought it meant that I had 3 items in the shopping cart so i assumed that the counter was wrong or something lol

yeah I started adding stuff then subtracting stuff and it was $76. from 1-5 items. it totally blows and I wrote them about it hoping to get some back or store credit or some thing. I'm def. going to buy more stuff from them but for right now just 3 items. lets just see how long it'll take to get here. I've got so much stuff coming, I know my multi color dragons are coming monday.

Since there is a minimum charge for the EMS Speed Post by Hong Kong Post Office, which explain why 5 items and 1 item charge the same delivery cost (light weight items).
