u´ll need size 32 to get a loose fit.
if ur levis is washed, then u need size 32, if ur levis is unwashed, u´ll need size 31 for loose fit.
for example, i´m 5'10" (174cm) and 154lbs (70kg) and i wear waist 32 for loose fit.
here´s an example how one of my 32 rmcs fit:

I dont find RMC to be a true to size fit, I wear a 30 but anyone who has seen my pics knows I dont do Saggy, I wear them like normal jeans. My actual waist is more 32 but you will find that if you wear a 30 they stretch a little and become looser after a couple of wears. If you wear a 31 normally and you want them loose, do as TNT says and get a 32, if you want to wear them normal go for a 30 and if you want to go real saggy go for a 33/34! Hope that helps

Not exactly sure of the production cost of RMC, I know TNT has mentioned it on this forum, but it is not as big a profit margin as some makes, given that only high quality materials are used and only small batches are made of each design which makes them proportionatly more costly to make. I believe that the Embroidery on the Hungry Dragon Yoropiko takes 16 hours per pair of Jeans to produce, so it is very time consuming and labour intensive. The RMC's take less but some come with over 80,000 individual stitches so you can assume it takes quite a bit of time to make and costs a fair bit in labour.
