Technically you are quite correct, although the $800 limit actually applies to goods you bring back from abroad in person, ie when you return from a foreign holiday for example. You can still face Customs and Tax when items are shipped over from another country though, but certainly in the UK, and I assume the same is for USA you will find if you have rarely or never shipped items over before, they often bypass Customs altogether. However import regularly as I often do now, and trust me once they realise it, all your parcels will get stopped

Shipping from Taiwan and HK is strange because it is assumed that the declared price is in local currency, so if you paid say $600US for a pair of jeans and the seller put 600 on the docit, Customs would assume its $600HK not US and thus the value would be considered below the treashold for Customs and would thus pass through. Of course if the seller converted your US$600 to HK$ it should be written down as $4,650 then trust me you would have been charged.
